Head and founder of the Downfall Group subsidiary of IPS-N, Bookkeeper Hounan Feng is strange for a manufacturer’s president. Despite her income, she lives a fairly spartan life, living in a small apartment in a suburb of Puertabisma. Hounan is infamous for frequently butting heads with IPS-N president Wavecrasher Fortunato on what IPS-N should be, something that many attribute to Downfall’s founding in the first place, though she herself, as reclusive as she is, never speaks on any of the many rumors surrounding her: that the Downfall Group is secretly funding rebel movements throughout the Empire, that her waist-down paralysis stems from an accident caused directly by IPS-N managerial failure, or that she is the same as the head of the largest underground fighting circuit in the Empire known as the Empress.
